I'm just using metro as one example. All my games have very low usage. Only program that hits in the 90s is 3dmark. In metro. I have it set to extreme, 3440x1440. When the usage dips into the 40s my fps is in the 70s, and when my usage spikes up in the upper 60s to low 70s my fps is well over 144.

Finished reinstalling windows. Problem is gone. 93-99% usage in metro now. Thank gawd.

this is a problem that has been troubling me as well. I've even read users with an 10900k have this same problem. ive tried evry fix out there Except reseating the gpu. Im gonig to try this but i doubt it will solve this problem.im pretty sure this a a driver issue that nvidia has to fix. im getting worse fps on all of my games then the 1080 i upgraded from. Fom 1080-4k my fps are terrible. il update if reseating this behemoth 3080 xc3 ultra helped any.

How exactly did you do your reinstall? Do you reformat the drive first?

had same problems as top post , i reinstalled windows and im in 90-99% usage now

Sorry for the late reply. I'm the one that has a similair system and got the card about a week ago. Here is what I noticed.
 
Ryzen 3600
RTX 3080 FTW3
16GB 3600MHz RAM CL14 
EVGA 1000w plat psu
NVMe SSD and SATA SSD's for all storage.
 
So I noticed that I was getting similar issues and random black screens. What I did was change adaptive power mode in NVidia control panel to "prefer maximum performance"
 
 
I assume windows drops the power too low and my screen goes dark. After I changed it to this my problems were gone including utilization. I'm on 457.30 drivers. Hope this helps.
