RTX 2070 XC ULTRA Fan 2 not working?

When I try to turn fan 2 on using the X1 software (set to 100 and apply) it shows the fan at 100% and 0 rpm (see below). I hear no fan noise coming from the case, so it clearly isn't turning. Doing the same thing with fan 1 turns the fan on and the rpm goes up as expected along with expected fan noise. I've tried the same thing with the MSI utility with the same result: fan 2 won't spin. Am I missing something or is there a hardware issue?

    Sounds like a hardware issue.

    Any troubleshooting steps for something like that, or is it likely just broken and I should contact service?
