LockedRTX 2070 Super Black Screen

I have been experiencing game freezing leading to black screen when playing ESO and BFV in the last month. The screen freezes and turns black but the game continues to run on the background. I have dual monitor setup and the issue only happens when gaming on the main display that is running the game. I installed the Nvidia hotfix and the issue persists. I keep getting "Event ID 13 from source nvlddmkm cannot be found"  error on the event viewer. The issue started in the last month. I tried lowering the power to 80% and reduced the memory clock by 120 MHz and did not have the issue. When I returned the power to 100% and memory clock to 0 the issue came back. Not sure if this is an issue with the new Nvidia drivers or if it means that the GPU is failing?

    When removing the drivers, did you do this with DDU?

    Yes I did that. I just ran a power test on OCCT for the GPU and my computer crashed. I think that may very well be the issue causing all of this and makes sense why the issue went away when underclocking the power to 80%. I have a 650W PSU but when gaming it may be drawing too much power. Would underclocking the GPU power be a temp fix while I get a larger PSU or can that harm the GPU?

    At this point it could either be the GPU or the PSU so can't say for sure.  You'll have to test in another system if possible to help rule the cause of this.
