RTX 2070 Screen Flickering

Hi guys first time posting on this forum so apologies if I have done anything wrong.
 
Yesterday I received my EVGA 2070 8gb OC edition, removed my 1060 and installed. I expected there may be some driver issues, so when my 2k monitor began flickering I assumed this was the issue. A fresh reinstall of the driver has not fixed my issue, so I began troubleshooting possibly a cable breakdown. This was because my DP cable was quite tight across the back of my desk and assumed that possibly after moving my rig around this had caused the issue. Swapping the cable out with a known serviceable one has not fixed the issue either. 
 
A full reinstall of windows has been carried out, just incase there was any leftovers from the old graphics card remaining on my system. That has not fixed the issue.
 
I have followed the steps pinned in the forum, which has not fixed the issue. The only thing that has fixed the issue is changing the resolution in NVIDIA control Panel to 1080p. Now I don't mind leaving this at 1080p for the time being, as its my off monitor and I only use it for videos and webpages, but if its hardware related within the graphics card, I'd obviously rather return it.
 
Can anyone give me some advice on this?
 
I realise I say flickering, and to better describe the problem, as its quite hard to get a picture of it - is it seems to flicker and bring up a portion of the display, so it flicks usually the bottom of the screen between the proper resolution, or what you should be seeing, to another chunk of the display which is say the top of the display.

    I suppose I should also mention I have a second monitor which is a 1080p 144hz. That has been disconnected for the duration of my fault finding, although was plugged in right at the start with absolutely no issues.

    Okay, so I just made a custom resolution and set the refresh rate to 59hz rather than 60hz and the problem has completely gone away, this is at 2k aswell mind you. If anyone could let me know why? That would be great.

    The monitor you are seeing the flickering problem on wouldn't happen to be a ASUS PB-278Q 2K monitor would it? You're using Displayport?
     
    I have one of those paired with an EVGA 2080 RTX XC and I have to use HDMI because if I use Displayport I will get flickering. With Displayport, if I make a "custom resolution" with my NVIDIA control panel, tick manual timing, then go to the bottom and move the refresh rate down just one tick to like 59.99 Hz or whatever, it goes away.
     
    I found a couple of other people with the same monitor and an EVGA 20xx card with the exact same problem, but now I don't remember where because it has been a few months. I sent a request for support to EVGA on this, and have posted about it in this forum, plus a couple of others. Sadly, nobody at EVGA knows what this is, or seems to really care for that matter. They did offer to replace the card (which is great) but it seems other people with this monitor are having the same problem, so I'll just end up getting a new monitor at some point and stick with HDMI for the time being.

    No its an AOC Q3277, I am using display port yes. I appreciate your response, ill buy a HDMI then and see how I get on with one of those instead.
     
    Currently Im having to set a custom frequency everytime I restart as its not holding the saved profile for some reason.

    Cool, hope that fixes it for you. I know when I first installed my RTX 2080 and had the flickering, I about had a heart attack, but then just switched to HDMI and all was fine.
