RTX 2070 SUPER Wont post using Display Port

RTX 2070 SUPER BLACK GAMING - 08G-P4-3071-KR
 
Card was working fine with display port cable. PC screen went blank and pc unresponsive when running a 3DMark Vantage. Restart pc and it wont post. Remove and re-seat mobo battery, GPU, CPU, and memory. As well, I flashed mobo bios to latest with gpu, cpu, and memory still removed.
Fired it up after all back together, and all seemed to be fine. So I wrote the issue off as the mobo BIOS being corrupted. Well a couple of weeks later I decided to run 3DMark again. Same thing happened again. I went thru the whole routine as above to no avail. PC wont post using Diplay Port cable. Switched to a HDMI cable and pc posts and works fine. So I shut down again and switch back to DP cable and using different port on video card. PC wont post using either DP outputs on RTX2070.
So now I am thinking it is the DP cable. Purchase brand new VESA certified DP cable (StarTech DP14MM2M). PC still wont post using any DP output on video card. Will post and boot normally using HDMI cable.
 
Two problems here:
1) Something seems faulty with the 2070s DP outputs. Faulty card?
2) Yes HDMI does work, but my monitor is an older DELL Ultra Sharp, and I can only get 1080 thru HDMI. Using DP or DVI inputs, I can go to 1440. No DVI output on RTX2070.
 
Bottom line, card seems faulty and thinking I should RMA. Gonna suck to be without it. Also sucks being stuck at 1080!
 
Any ideas or things I should try?

    Did you Unplug the Monitor, push start button to discharge monitor ?

    Might be the Monitor ... have a spare / can you borrow one ?
     
    Check Monitor Mfg for Firmware / known issues / go through the settings of Monitor / Make sure deep sleep is Off
     
    Confirm your GPU settings Do Not exceed what the Monitor can handel
     
    DDU Nvidia drivers & reinstall

    Did you Unplug the Monitor, push start button to discharge monitor ? - Yes, numerous times

    Might be the Monitor ... have a spare / can you borrow one ? - No spare monitor that goes above 1080
     
    Check Monitor Mfg for Firmware - Latest/ known issues - couldnt find any / go through the settings of Monitor - Tried that / Make sure deep sleep is Off - No Deep Sleep setting in monitor that I could find.
     
    Confirm your GPU settings Do Not exceed what the Monitor can handel - 2560X1440 native resolution for DELL U2713HM using DVI or Display Port. Only 1080 thru HDMI. Was working fine for a month or so thru DP, but stopped working while running 3DMark Time Spy the first time, and 3DMark Vantage the second time a couple of weeks later. I did have the card overclocked both times with PrecisionX, but nothing overly crazy, and stock untouched BIOS.
     
    DDU Nvidia drivers & reinstall - card was installed with fresh Win10 install. The pc wont even post with a DP cable connected to any port on the 2070. With absolutely all peripherals removed/disconnected, other than the RTX2070.

    QUESTION:  Are your DP cable(s) Active ?  If they are Active then it does Matter which end you put in the GPU & which end Monitor
     
    If your DP cables are Not Active --->Looks like you need to RMA card
     
    as Both DP ports & two separate DP cables have failed - at least one cable was VESA certified DP cable

    Before I selected and purchased the StarTech cable, I checked here: https://www.displayport.org/cables/how-to-choose-a-displayport-cable-and-not-get-a-bad-one/

    There is no mention on packaging that the StarTech cable (DP14MM2M) I bought, that it is RBR, so I beleive it is a standard DP cable.

    Yes, it is looking like a RMA. Really sucks though. For one thing, I will be out my new RTX2070 for at least a month. Secondly, I have water cooled the card with a Heatkiller water block. The stock thermal padding for the stock air cooler is damaged, so I cant put the stock cooler back on proper to return card.



    Last night I was benchmarking with the 2070 using a HDMI cable. I was limited to 1080, but card seemed to work fine at any overclock.
