1) What are the aux fan and ARGB ports on the card meant for? Is this to expand cooling options with an external mounted fan (which would possibly have addressable RGB)?

2) While the obvious answer is pretty apparent, what *specifically* changes when you flip the physical switch on the car from "normal" to "OC"?

3) I scanned the QR code for the anti-sag bracket that the card came with. The instructions are.... Lacking. I'm assuming you need a special mounting system inside your case to actually use this thing? Because I'm 99.9999% sure I don't have that nor have I seen a case that does.

Any help would be appreciated.

Basically, to plug in an external fan and/or additional RGB devices, which can be controlled through PX1.  How you use those options is entirely up to you.

The OC switch gives you a more aggressive fan profile and keeps the fan on at all times, rather than shut off below a certain temperature.  Remember to only move the switch with the system off.

You'll only find these sorts of mounting areas in cases provided by certain system integrators, but maybe more will eventually come to the market.  This is something that NVIDIA wanted to offer with the cards, so perhaps you'll see more options from case manufacturers in the future.

#3 is that the anti sag mounting is for a unique type of mount, if your case has it, you can use it, but if your case doesn't have it, you can't use that one, but you can find other anti sag braces or even a pile of blocks that will hold your gpu up. if i ever get a 3080 or 3090, i'll use a transformer to hold it up

I have more questions about point 1
1) AUX connector for the cooler works only through the program EVGA precision X1? (practice has shown that - YES and thats sad)
2) if I connect for example 4 case fans through an adapter to AUX, will it affect the total power limit of the card?
3) Are there any ways, for example, through the third party apps, to set the dependence of the case fans rpm on the temperature of the GPU?

1) I don't know, but I do know that yes it is an improperly designed port with poor functionality.  It looks like a 4-pin PWM port but actually behaves like a 3-pin DC fan port.  PWM fans do not work properly using the aux fan port, and you will need to cobble something together to make it work.
2) Yes, some.
3) Yes, you can use a program called SpeedFan.  You can connect the fans to a motherboard header, the motherboard header works properly unlike the card's header, the motherboard header won't cut into the card's power limit, and the motherboard header can set the fan speeds based on GPU temperature.  Guide: https://forums.evga.com/Tutorial-Hybrid-Cooler-Radiator-custom-fan-curve-with-0-RPM-mode-m2678869.aspx
