The card is going into a normal/default power saving mode and downclocking at idle.
If you want your card to never go below the full Base Clock speed (not to be confused with Boost Clock speed which is higher), but yet still Boost, open the NVIDIA Control Panel..Then select Manage 3D settings in the left pane..Then in the Global Settings tab (applies settings to everything) in the right pane, scroll down and change the Power management mode to Prefer maximum performance and click Apply..Then restart your PC.
Enabling Prefer maximum performance is only recommended for benchmarking or when having performance issues..Otherwise, it just creates more heat at idle and power consumption.
You can also do that for individual programs/games in the Program Settings tab..That will only affect the individual selected programs/apps.
