Precision X1 GPU Usage not matching GPU Utilization in Win 10 Task Manager

I'm seeing really high GPU Utilization (99%) in Task Manager for certain games, Heroes of the Storm/WoW, but the GPU Usage listed in Precision X1 is no where near that high.
 
Should these values be different? Or is there something wrong with either Precision X1 or Task Manager's hardware monitoring?
 
i7 7700K
GeForce 1080 Ti
16GB RAM
no overlocking
Win 10 Pro

    I believe they are suppose to match.
