So my ECS GF8200A is running my PCIe cards at PCIe 1.0 x2. I tested with the following cards to verify its not the card.
 
HD 4870 Mac Edition 2x
ASUS 9600GS 2x
EVGA 8800GTS 512 2x
PNY 7900GTX 2x
MSI 7900GS 2x
Dell 7800GTX 2x
6600gt 2x
 
any thoughts on this?

    Have you tried forcing in bios? Or checked for a bios update? And you tried 7 cards? That's dedication!

    Tried both bios on ecs site, no option in bios to force link speed, also disable the onboard gpu. Also disabled acpi icase it's a power thing but no change
