Odd 3090 performance

Hello all. Hoping I can get some help, on why my 3090 is performing the way it is. With that said, I'll add lots on details and backstory, in case it's vital info.
 
Call of duty Cold War came out November 13th. That first week or so, I was playing it in 4k, medium settings, getting around 120 fps. Suddenly, performance took a huge hit one day when I got on, and I could not figure out why, dropping my fps down to about 48. After several days of trying to fix it, I gave up, and installed my EVGA 3090 FTW3 Ultra (It wasn't installed already because I was holding out for the standalone hydro copper, so I could not have to reroute my custom loop.). My specs are as follows:
 
RTX 3090 FTW3 Ultra
MSI Z390 MEG Godlike
I9-9900k OC to 5.0
32gb of G.Skill Tridentz
 
Well with the 3090 installed, My fps only jumped up to 80 fps, when I was getting 120 with the 2080 ti. I also have been playing Ghost Recon Wildlands. Despite this game being poorly optimized, my fps should be higher in 4k. I am getting a steady 44 fps with medium settings. I watched several videos on Youtube of people using a 3090 and getting 60 fps on ultra settings. While playing Wildlands, my CPU temps get up to 65c and about 28% usage. My 3090 gets up to about 68-70c and only 36% usage. I've updated the drivers. I saw a post on reddit of someone with similar issues. He fixed it by downloading Precision X1 version 1.1.1. I tried this also, but it did not Help. It's driving me crazy, knowing my games aren't performing like they should. Does anyone have any idea what is causing this>

    Is this happening with every game or just some games?  Is your CPU OC working properly?  Is your ram running in dual channel mode properly?  Have you tried running a low-cpu benchmark like 3DMark Port Royal to see what you score?  Have you checked GPU-Z to see what your "PerfCap Reason" is if your card is indeed throttling?

    Have you tried some basic troubleshooting steps? #1 will tell you if it's some other software causing the issue, #2 will help if the drivers are an issue, and #5 if you used Geforce Experience to "optimise" a game and have problems low GPU utilization after: https://forums.evga.com/Basic-troubleshooting-steps-Windows-clean-boot-clean-driver-install-debug-mode-etc-m2504606.aspx 
     
    Also are you running the latest motherboard BIOS update? https://www.msi.com/Motherboard/support/MEG-Z390-GODLIKE#down-bios 
     
    And you should try running those games with no CPU/RAM/GPU overclocks at all to see if it's an unstable OC causing an issue (XMP for the RAM is considered an overclock).

    Was I supposed to do something special before installing the 3090? All I did was power down, unplug the power supply. Held the power button for 10 seconds. Then I just unplugged one card, and plugged in the 3090. Was I supposed to install, or uninstall something first?

    Can you please post some basic 3dmark scores just to see if it's the system holding you back somehow ?

    Going through the steps, I was using geforce experience to optimize some games. It says to uninstall geforce experience, then delete the config files for the games. I've never done that before. I think I found the right folders, but I'm afraid of deleting the wrong thing. Anyone able to help with that?

    And this is the reason why I'll never use GeForce experience again after having to do this for each game. You'll need to Google the name of the game and the config file location.

    For example: red dead redemption 2 config file location

    You should probably do one game and then test.

    I have seen this in cold war all of a sudden couldn't push past 61 fps .drove me nuts for about 2 hrs. tried all sorts of stuff. i said ok loaded the game up again after a scan repair same ****,than i switch the unlimit fps in the game settings menu back and forth and bam fixed ,I was **** all this trouble for a bugged menu button lol .aka still did after a tab reset as well until i switched that back and forth than it worked
