All the Ryzen 5xxx processors are on today's shuffle. If you are looking for one specific model, maybe don't sign up for everything and let people looking for the others have a better chance.
You'll get no argument from me about it. All I want is that 5950X I've been trying to get since the product shuffle began. I need it for my Dark Hero / K|NGP|N build...

Just turn it off. I'm not a fan either, so I try not to spend extra for RGB and just turn it off when I set up a new piece of hardware.

I am not a fan of RGB either. I buy parts without it or turn it off. That being said, the good thing about it is now every component is made all black so it doesn't clash with RGB colors, but for people like me that want all black components with no lighting it's great. I always hated the multi colored motherboards and such.

Has there ever been a week where 3897's and 3898's both dropped?
The week of January 18 was the most recent week when they both dropped (3897 dropped on Monday, Tuesday, Wednesday and Thursday; 3898 dropped on Friday).
