I really like this new processor .   It's a big upgrade for me, and it's different, and fun to mess with .
There are many options in BIOS to play with :)   I think the 14900K has real potential for high performance for
somebody that has a really heavy duty CPU cooler .   I just read yesterday that a guy took the crown for the
fastest CPU using one .  9000 Hz on the P-cores only, but he uses liquid helium .
'bet he gets it on the Moon ...

The Gigabyte BIOS is very complicated, and they just completely changed the lay-out with the latest update, but it does have a feature
for directly limiting the turbo boost maximum wattage, so I used that ( at least until I figure out the BIOS better ) .
Stepping the wattage down and down from allowing up to almost 330W in Cinebench R23, I finally settled at 256 watts BIOS power limit .
I think that's just 3 watts over the Intel max. turbo boost wattage ( which it will exceed anyway for very short bursts per Intel literature I've read ) .
It still hits thermal throttle in R23 a lot, but that does not bother me because that is its thing it does on purpose .  The recorded temps.
are very much better though thanks to your suggestion .  I recommend starting with Intel power limits to anyone getting a 14900K
before running Cinebench R23, or similar .  If I had a CPU cooler like yours I would let it run wild 
Here's my better temps. below .  All else set to default AUTO .

CPU package maximum 86 - 87 C per HWiNFO64 .  Score 38048 .  Not fantastic, but better than the old 12900K,
and still turbos' to 6 GHz in normal to moderate loads :) .

Good news, everyone !  I have made a radiator sandwich .
Three changes have made the CPU temperatures lower without hurting performance .
1. I replaced the EVGA radiator fans with a pair of NOCTUA 140 mm fans .
2. I flashed the latest GIGABYTE BIOS .
3. I experimented with a 5600mhz mem. speed and timings provided by my board BIOS
for HYNIX ICs .  I don't have HYNIX, I have Samsung, but the HYNIX timings work quite well .
Thanks to Sajin for helping me remember they were there .  They had worked well for
me before with the 12900K .
See the new fans installed on the EVGA CLC radiator below .

With the new NOCTUA fans it is quieter, and moves air through the radiator better .
With four fans and housings the layout is more like a true heat exchanger IMHO .
Below are the Cinebench R23 improved temps. at 256 Watt power limit .
Before there was thermal throttling and the CPU temp. was 87-88 C .
After, no thermal throttling, and CPU temp. is 78-81 C .

I can also set Intel Turbo Boost back on BIOS AUTO Turbo mode without thermal throttling .
Before my AUTO setting temps. were 100-102 C with lots of thermal throttling .
After there is no thermal throttling, and temps are 91-92 C .

My favorite profile is 5600 mhz Mem with a 303 watt CPU turbo power limit in BIOS .
It is stable, cool, and performs well .  See below .

No thermal throttling, CPU max. temp. 87 C, and my best score of 40030 .
I think that the new rad. fans were the biggest help, but I can't help wonder
if a change in the latest BIOS ( that was not in the description ) has calmed
down Intel Thermal Boost, or disabled it by default .  It appears enabled on AUTO .
A mystery for now .
