I'm not sure, looks like BOTH are configured as intake fans. The fan near the 8pins as a general suction for the board and a dedicated intake directly above the GPU.
 
Then exhausts out the back. 
 
That's my take anyway.




Design of it just doesn't make any sense. Unless there's very small chambers to force air to behave in a very specific way, this makes no sense at all.

No doubt manufacturers like EVGA will get the ability to modify air flow from the reference design if the leaked pictures are indeed correct.

It's probably just a founder's edition card, at the end of the day people will have aftermarket cooler options. 
 
I just like the idea that the card will be powerful enough to need two fans on reference clocks.

Yup, exactly as I imagined.

I wonder why they put one fan on the back instead of both on the front. That is really the only thing that is abnormal about the design. Everything else about the design is super common, just stylized slightly different.

NVIDIA’s Flagship RTX 3090 GPU Will Have A TGP Of 350W, Complete Breakdown Leaked
 
 The RTX 3090 (or whatever NVIDIA decides to call it) will have a TGP of 350W and a TDP (GPU only) of 230W. This is a massive increase in power consumption - one that will likely be accompanied by some truly phenomenal performance gains.

This also explains the heatsink we saw in leaks earlier because you would need an absolutely mammoth cooling solution to tame this beast. It would appear that NVIDIA is planning to go out guns blazing with a chip that is designed to run extremely fast and output a ton of heat. Jensen is clearly missing his record quarters and it is showing. The complete breakdown of wattages (approximated to a few watts) is given below:

The RTX 3090's GA102 GPU core itself will draw roughly 230 watts of power with the memory drawing 60 watts. The MOSFETs will consume a further 30 watts of power with the fan coming in at 7 watts. PCB losses are expected to be in the range of 15 watts and input section consumption will be around 4 watts. All of this totals to a total board power of 350 watts for the RTX 3090 and keep in mind this is the FE. The custom boards are likely going to go even higher.
 
So what exactly is happening here? Well, what you are seeing is NVIDIA unleashing all of its fury in one single product. Shifting to the 7nm node will actually lower power consumption - all things held constant - but clearly NVIDIA wants to trade away the power efficiency gains from 7nm and instead roll out an absolute beast of a GPU. We have already heard rumors that they have up-specced the RTX 3080 (and pretty much all their lineup) so users will be looking at double-digit performance gains (think 40-50%) going from the RTX 2000 series to the 3000.

350W   - ok that might explain the need for the massive heatsink. Are they going to clock the crap out of it and call that stock or something? Wonder if it's going to 'feature' excessive thermal throttling. Even more convinced this beast will have to run with water blocks to keep it sufficiently cooled.

Yup.. wccftech lol. If anything, it's a 3000 series Titan, not dual chip, but enhanced version with a ton of memory... or complete bs.

Rumor: NVIDIA Planning To Introduce A Traversal Coprocessor With The RTX 3090 GPU
 
 
 What this essentially means (if it turns out to be true) is that the upcoming graphics cards like the RTX 3080 and RTX 3090 will feature a dual-sided PCB with the GPU core on one side and a second co-processor on the other side. I do want to make it clear that I have no idea if this is true or not and it is only being posted because it has technical merit and Coreteks has proven to be reliable in the past.

The abuse of power that seems to create the most unhappiness is when a person uses personal power to get ahead without regards to the welfare of others, people are obsessed with it.  What this essentially means (if it turns out to be true) is that the upcoming graphics cards like the RTX 3080 and RTX 3090 will feature a dual-sided PCB with the GPU core on one side and a second co-processor on the other side. I do want to make it clear that I have no idea if this is true or not and it is only being posted because it has technical merit and Coreteks has proven to be reliable in the past.
