Mouse stops working on Bluetooth when left idle for sometime. When I start moving the mouse for 10 seconds, it wakes up and then only I can see the mouse pointer on screen. Why is this happening ?

This is normal to preserve battery life. The mouse will go in to sleep mode and will take a few secs for the sensor activate

Sleep mode would be the reason it's happening. I recommend 2.4ghz mode for better resume from sleep but bluetooth is good if you want a longer battery life which in reality doesn't really seem that important for the X20 when you have a charging cable at hand.

How long does it take to charge the mouse ? What's the maximum wattage adapter I should use for charging it faster ?
