Motherboard limits my CPU to 28 lanes on a 5960X?

Having Bent Pins will still allow a computer to Post and even boot into an OS, it all depends on what Pin is bent or what part of the CPU is bad. That is why you should test the CPU in a different Motherboard. Then else it is time to RMA your Motherboard.

Everything passes in the intel diag tool as well as any other burn in / stress test like AIDA64 etc........ 

Can someone show me 2 GPU's both running at 16x with nothing else plugged in?

Corsair H150i 360mm AIO
EVGA 3090 FTW3 Ultra
MSI X570 Prestige Creation
32GB DDR4-3600Mhz G.skill Neo Trident

OP, have you tried clearing the CMOS yet?

Hold down the little red CMOS reset button by the USB connectors for 10 seconds right after you power up. See if that clears the problem.



As i've said this is not a new issue. I've been through every possible step. It's the same on 3 different BIOS versions. 
 
My OS is now on a Samsung 950 m.2 512GB and the board still shows 16x/8x for the GPU's with nothing else plugged in..... whisky tango foxtrot?


Does every possible step include clearing the CMOS? A straight yes or no would be more informative.

Also, have you tried calling or emailing EVGA tech support? http://www.evga.com/about/contactus/

I think it's way too late to RMA either of the CPU / MBD....I might go this route and abandon EVGA altogether.......

Haven't you registered the motherboard yet? Register it and start the RMA. https://www.evga.com/support/register.asp 
 
I'm not sure about the whole process with Intel, but they list boxed CPUs as having a 3 year warranty - http://www.intel.com/content/www/us/en/support/processors/000005862.html 
 
EDIT: Seeing as how both haven't been out three years yet, you're covered! I'd start with EVGA, but that's just me - but you could RMA both at the same time.

An OK Server MB but I would not build if for a SLI Gaming Computer.
As long as you are running X8 X8 Gen 3 you are fine with your current system. Intel® Xeon® Processor E5-2670
EP2C612D16-2L2T MB also only supports Server Version of Windows 2008 R2 and 2012.

With 2 cards you will only get x8 x8 and now you have at least x16 x8
 
 As arestavo  above said you do have a 3 Years and this MB has not quite been out that long so you are still covered.

Sounds great, if what you want to do with your machine is run three instances of Handbrake simultaneously to encode 720p movies to H.264.
 
Which, given your freak out over running one video card at 8x rather than the 16x you should be getting, is what I doubt you intend with that machine.

Sound like a Bad CPU, have you Tested the CPU in a Different Motherboard?
Our maybe you bents some CPU Socket Pins.


a bad CPU? lol there are no bent pins the system is stable and overclocked to 4.5Ghz without issue..... if I had bent pins the system wouldn't post. It's incredibly hard to bend pins on the motherboard. I was extremely careful since this CPU cost me $1k!




It's extremely easy to bend pins on the 2011 socket. I had one ping go fubar on me that killed ch 3 and ch4 memory slots.
