Low FPS with 2080 Super

I have been having some issues with my 2080 Super not meeting my expectations for performance in game compared to other users and benchmarks on initial release.
 
My full specs:
  • Ryzen 7 3800K
  • Gigabyte Aorus X570M ITX
  • 2x8gb 3600Mhz Corsair Vengance
  • 2080 Super Black
  • Corsair SFX 600 Gold
  • Adata XPG SX8200 Pro
 
I am consistently getting ~10,100 in 3D Mark time spy, ~6000 in Unigine at the 1440p preset, and my userbench scores are much lower than expected with similar hardward (GPU is around the 9-14th percentile.)
 
As far as games I get a consistent 40fps in GTA V at 1440p even when I turn things down to High vs maxed out (this is worse than my old 7970 setup.) Call of Duty Modern Warfare runs at 70-80 in small map multiplayer at max setting with ray tracing off at 1440p, when from what I've read I should average closer to 115-120 fps.
 
I am running everything at stock clocks minus having my temp limit boosted in X1 for the GPU, and the XMP profile for my ram active.
 
I will attach screen grabs of my GPU Z window below just to give full context. Any help is much appreciated.

    Is your cpu & gpu running at the advertised speeds of the hardware when running your games/benchmarks?

    Hi,
     
    I am sorry for the performance issue with your 2080 Super.  If you have not already done so, try:
     
    -Re-seating the GPU in the PCIE slot.
    -Re-install the Standard Nvidia Drivers with a Custom/Clean Install.
    -Update BIOS, Drivers, and Windows Updates if necessary.
     
    10,100 is within normal range of the benchmark score, but could be better.  Let us know the results.

    I have so far DDUed and reinstalled my driver's. Done a windows reset with personal file recovery on. My windows, GeForce experience, drivers, and games/benchmarks are all up to date.

    My biggest issue is the 40fps GTA experience which is lower frames than I got with a single 7970 at the same resolution and settings. I've tried everything but the performance still seems off.

    GTA is CPU sensitive right? You don't have a slow-mode option on that motherboard, do you?
