um have you tried to play with the settings in nvidia's geforce experience? 

if not they might be dead

The LED may be disconnected under the waterblock.  I know it is a pain to break everything down, but you may need to.  See if you can look under the waterblock and see the wire, to make sure it is connected to the header.  
 
This is the 980 Hydrocopper, not the 980ti version, but they will be nearly the same for this purpose.  The connector is located at the bottom right of the block right next to the fill ports.  You may be able to see it without removing the blocks.

You can absolutely warranty that. Just register your cards and suit an RMA ticket. You may have to contact EVGA to get a ticket number.

If the cooler were to be taken off to inspect the wire, it would be ok as long as it is put back on correctly if sending in for warranty. Although it looks like you are already doing an RMA. Just wanted to give a little info anyway.
