Hey!
i just bought a new 2070 and i expected to get at least 120 fps everything on ultra in gta but i get around 70. Is it normal? i do not have v sync or any fps cap on.
pc specs:
i7 6700k
2070
asus prime h270-pro
some thermaltake 550w
16gb ram 2400mhz (they are running at 2133mhz because wehenever i try to change the frequencxy with the xmp it fails and doesnt boot up).
can you please give me any suggestions what am i doing wrong? i used to get the same fps with my old 1060.

GTA is a cpu bound game. A faster cpu would definitely help out in that game.

Nope, it will not.
Same 70fps with 9900k @5.3-5.1 and 2080ti :) Lowered settings to get 80-100 range.
 

i also tried to move the gpu in the second slot and still nothing. i turned off the geforce experience and now i am getting around 90

Turn down the grass detail settings.  Seriously.
 
Also just review the online settings guides.
 
Make sure resolution over scaling isn't on.

No, lack of energy will result in crashes or something like that. Its like bad overclocked. Single wire is bad, but its not the problem.
Problem is old game engine that struggles to get >60 fps on any settings on any hardware. If you just monitor your card you will see thats it is loaded up to maybe 80%. Thats why there is little difference between 2070 and 1060 or even mine 2080ti (~60% load) - game doesn't use that. It stucks in cpu, in IO, in something else. So if you want to get higher fps - you should lower grass, shadows and reflections settings. 
 
Supersampling is in advanced graphics settings - where long shadows and other stuff located.

is reinstallinbg the windows an option? in all 4 years that i have had this pc, i didnt reset it
 

GTA V is extremely demanding and has optimization problems which generates FPS drops even with the best setups at some specific locations (one is the grass on the mountain near the military base entrance).
 
I bought a GTX 1080 for GTA V and couldn't get stable 60 fps+ all the time with settings maxed out. I replaced it with a 1080Ti and it was enough this time.
 
So a 2070 is probably not enough if you really want to max everything out. Switch to a 2080 or more if you want the best settings possible.

also. any ideas on how to raise the frequency of the rams? they are 2400hz but they are set to 2133 and when i enable xmp it fails to boot

this is my first time changingthat kind of stuff. if i raise the voltage could i do mess up anything? like frie the rams or processor

Alot of times xmp won't work but settings in ram to manual then setting frequencies to where it should be and voltage to where it should be with a slight bump will usually do the trick.

i am a noob when talking about overclocking :)) what is a bclk?

Bclk can been seen inside the motherboard bios.

yeah,don't have the money to make that upgrade rn. the thing is that i have 90 fps on ultra and my friend that has a 1660 and an i5 has 120FPS!!!

I have a 1080ti and i dont have 90 fps with settings maxed (that includes AA 8x) at 1080p so that's impossible 
If you dont have the money for the upgrade then lower a bit your settings if it's not 100% smooth, until you save more money ;)
