Since it's popped up, i would like to ask question:
My system have got both Intel i7-3630QM (Ivy Bridge) which support PCI-E v3.0 and NVIDIA VGAs (GeForce GT 650M and GTX 1080Ti) which also support PCI-E v3.0, but GPU-Z only showing me PCIe x16 2.0 @ x8 2.0 (on both cards).
At the same time, HWiNFO64 showing me, that Root Ports have got PCI-E v3.0 (both, for each card), but VGAs again - only v2.0.
I even founded Root Ports in BIOS (PEG0-GenX, and PEG1-GenX), double check it's correct ports (B0:D1:F0 & B0:D1:F1) and set them Gen3. No results.
I updated drivers for Root Ports from Microsoft Catalog (was something like 2011, now they are 2016). No results.

Don't rely on GPU-Z
Use the NVIDIA Control Panel System Information
This applies to the X79 Platform for the most part.
 
What Motherboard or Laptop is this Intel i7-3630QM CPU installed on/in?
 
Mixing that old a graphics card GeForce GT 650M and GTX 1080Ti may also be your issue.

Laptop is Lenovo Y500, MB is LCFC LA-8692P. It's very unique build...

It's possible, yeah. But a bit newer model of same laptop Y510p have got everything working fine (PCIe x16 3.0 @ x8 3.0) - there will be link on it too.

It's possible, yeah. But a bit newer model of same laptop Y510p have got everything working fine (PCIe x16 3.0 @ x8 3.0) - there will be link on it too.


Can you Force GEN3 in the Bios?

Best of luck with this Setup. Also error 43 can be caused by having CSM Enabled and not running 100% UEFI on the Bios.

Can you Force GEN3 in the Bios?

There is no "general" option to set PCI Express in any version. Best i founded is option for PEGs.

Also error 43 can be caused by having CSM Enabled and not running 100% UEFI on the Bios.

No such option in BIOS too.
 
Now error 43 is easy to solve with small *.BAT file from eGPU.io. Install driver, detect which device got this error, run bat-file, answer on few questions, reboot, BOOM - error is gone. Device working, driver see it, run games, benchmarks, e.t.c.
