How do I build a graphics card? I want build my own graphics card because I want to have my own graphics card from scratch.

First you should look into purchasing Northrop Grumman's "DIY Missile Kit".
 
In that kit, Are some awesome stuff that could potentially be used for making a video card! I have done this personally. Use the Grumman PCB and attach the capacitors and everything included meant for the PCB, Then purchase aftermarket fans, or make your own by purchasing the needed components and making molds shaped for the blades, melting the plastic and forming your own blades so you can truly call it your own.
 
Once you're done, Make sure to stop by NewEgg.com and purchase an EVGA video card.

I think you would still need to buy the actual GPU chip itself. I dont think someone can just make that from scratch without having tons of expensive equipment outwaying the cost of making just 1 graphics card for yourself. I may be wrong tho.

By the time 1 person gets a video card of thier own made it will be so outdated by the time its finished, so you have to ask yourself if its really worth the effort.

lol, I think his trying to stuff the 7 billion transistors in the gpu would be the first impossible hurdle to get over. Part two of this impossible feat would be trying to setup the voltage regulation Etc... and staying in the official PCI-e specs. I guess you could farm all this out but that would make your card justlike another Nvidia/AMD partner specialty. card. Maybe he should stArt smaller and try a PSU first, that's a lot more possible. Just don't kill yourself with the transformer!!!

are you good with sodldering and do you need it to be fancy, if not look into making something about the size of a small sky scrapper, you could then build say a GTX 780Ti with vacume tubes but at a much reduced clock speed

Get a job working at Nvidia...

   Gigabyte Z590 Vision G Mobo, intel i3 10105 CPU, 32GB GSkill Ripjaws DDR4 3200 RAM, EVGA GTX 750ti FTW Video Card, EVGA SuperNOVA 850 G2 power supply, Fractal Design Focus G (White) case, Cooler Master Hyper212 RGB Black CPU cooler. 2 Dell LED Monitors (20" & 24"), SK Hynix Gold 1TB SATA SSD (OS Drive), 6 WD HDDs 13TB total (Storage).
Rig is a partial update on the old Gigabyte P43/Q6600 OC rig... The WD HDD's, (13TB, total), Blu-ray & DVD burners,  GTX750ti FTW & Supernova 850 G2 psu, migrated from old setup... Will get an 11700K, and an RTX 3060 12GB Black card, when I'm ready to OC... Windows 11 Pro set for performance, and it runs at 4.2Ghz...

I think a Skunk Works DIY SR-71 kit would be better suited towards this task...

Unfortunately yeah, best way to do it is a Computer Engineering or Electrical Engineering undergrad, and then a job at AMD or Nvidia. Forgoing AMD/Nvidia may be doable to farm it out at that point.
 
A cooler itself you could start with perhaps.

It's Hard enough to Choose and BUY a Current Top-of-the-Line Graphics Card when they are released for sale, Let Alone BUILD One from scratch that will fit your specifications, But I Wish You Well in Your Endeavors to accomplish that Goal...

 Actually, I kind of know where your coming from. When I was 15, I wanted to build a stereo amp that would play turned all the way up without clipping, and did get one built with the help of a dad that was a electronics engineer. But that was 40 years ago, things are different in the electronics world now. You probably wouldn't be able to play any of the games that will be out 20 or 30 years from now with your card when you get through soldering 6 or 7 billion transistors together.  I don't like to discourage anyone from following their dreams but unfortunately you are right. 40 years a go all you needed was a blank pc board and some resistors, diodes, transistors, capcitors  and a transformer, plus a few other parts. Well this thread got me so stirred up about my dad,  I went out and found my amp we built together. Great memories here and is all I have left of him. So I am going to share with my friends here. 
I was only 15 or 16 when I put this together so take that into consideration. 100+w of pure clean power came out of this thing. The transformer is not shown as we used it to build a power supply later on.
