Video of my issue:

After having issues with windows 10 previous I decided to reset windows 10 completely, then when I tried to install windows 10, it’s now stuck in a constant reboot.
Any help?

You need to cut your link up into pieces so that it doesn't appear to be a link.  For example, omit the http:\\www. part of your link. Otherwise, links are automatically removed by the forum software if you are new here (anti-spam measure).

What is your SC 17's laptop BIOS version?  If you haven't yet updated to BIOS version 1.06, update to BIOS version 1.06.  Some earlier BIOS versions had some major boot issues with the latest patched version of Windows 10.

From any working computer, download the most recent BIOS version.
    https://www.evga.com/support/download/
Tab: "Other Products" -> Category: "Laptop" -> Part Number: On the back of your laptop -> Type: "BIOS"

Then, from any working computer, open up that compressed file which you just downloaded, and copy only the "SC17****.bin" file to a working USB drive.

Then, boot up your SC 17, enter the BIOS menu by mashing the "F2" key repeatedly during boot, plug the USB drive into the SC 17, select the "Save & Exit" tab near the top of the BIOS interface, select "Restore Defaults", and then, after the BIOS has been reset to default settings, select the "Select BIOS File" option below the "BIOS Firmware Update" heading to start the BIOS update process.

Once the BIOS has been updated, maybe the Windows reset process will progress without issue.  Or, maybe you will have to start the Windows install process over again.  https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

    Good luck!

What is your BIOS version?  It looked like you had the tell-tale boot artifacts which is associated with the instability caused by the new patched Windows 10 version operating on the old non-updated BIOS version.  Update your BIOS.  See above.

I can’t seem to get it to find tho bios on the usb

Edit: I figured I needed to extract it before I actually could get to the bin file. It’s now updated to 1.06 rather than 1.01 which it was.
Now I gotta try for the windows boot usb like you recommended
If you could provide walk through steps, I’m not at all really technological as really doing computer stuff

    Yes, just like I said.
It’s now updated to 1.06 rather than 1.01 which it was.

Does it still not boot fine into the Windows reset procedure?

All of the instructions are on that webpage.  If you need additional help, I suggest that you call EVGA.  That is what they are there for.  https://www.evga.com/about/contactus/

I already contact Evga, the support said to just press the reset cmos button located at the top right corner, tried and didn’t work, the had me put in a RMA ticket and send the laptop in but the shipping from Hawaii (where my duty station is) to California is about $200, and I’m out asking for help on the forums as a last resort before I send it in.

In my Microsoft account I do not have access to the windows 10 download in my download purchase history.
Also the article you gave shows downloading for windows 7 and not 10.
    Just confusing for me

You can download the Windows 10 Media Creation tool here: https://www.microsoft.com/en-us/software-download/windows10
    • Click on the link that says "Create Windows 10 installation media" and save the tool to the desktop of any working computer.
    • Next, make sure your USB drive is inserted into the PC, start the tool, and wait a little bit while it 'gets things ready'
    • Accept the terms and conditions, wait while it 'gets more things ready'
    • Next click on the 'Create Installation Media for another PC' button and click NEXT
    • for your SC17 you will want English, Windows 10, 64bit (if you need to change these options, click the button that says 'use the recommended options for this pc'
    • Click on the option for USB Flash Drive, then click NEXT. You will now need to select your USB drive from the list. You can verify the drive letter for your USB device under 'This PC' or 'My Computer' if more than one drive shows up.
    • It will 'get a few things ready' again then progress to downloading Windows 10. Please be patient, the download is 4-6gb in size and may take some time.
    • After the download completes you will be prompted about losing your data because Windows will need to format the drive. Your data on the USB drive will be lost, please back up your files.
    • Next Windows should format your drive, unpack the files onto it, and you should end up at the Finished screen. You can now start your SC17 from this USB drive.

Good luck, man, hope this helps.

Thank you both, I appreciate it, you both helped a lot by giving me directions and save the pain to ship from Hawaii to evga.
You both helped me a lot more than support did.

Edit:One last thing... any clue on what Driver’s and bios I need to install? Like maybe some stayed on after this fiasco. I don’t know.

You already updated the bios to 1.06, so you are fine with that. Windows update can handle 99% of the rest of the drivers. You will need to visit the EVGA drivers download page for your specific model for the USB 3.0 driver and geforce.com for the latest nvidia drivers. The rest should install automatically after you connect to the internet.

Sorry that I posted a useless guide.  I am glad that acefrozen1 had better information.

Any drivers you need should be listed here:
    https://www.evga.com/support/download/
Find them the same way you found the BIOS.  Only difference is that instead of choosing Type: BIOS, choose Type: All.
You can find which drivers you need by hitting the [Windows Key]+"S" and typing in "Device Manager" into the search field.  Then, go to Device Manager and see any devices listed with question marks or exclamation marks which need their drivers updated to work properly.

You can download Precision X Mobile here:
    https://www.evga.com/pxm/
