Here is something I posted over at Boinc forums .
Ok when I move boinc manager any where Like to taskbar or to hidden icons and even over to second monitor or change it to simple view . It more or less down clocks from like 60% of the cpu to 20% the 60% is 12 of 20 cores . I only see it mostly on real long WUs . I really can not leave the app. open on my desktop its kind of in the way . I tried hiding it behind programs on off screen same thing it down clocks cpu .Some times restarting it will put it back like it should be crunching but a lot of times I do a repair on it . I only notice it on long WUs like Genefer 21 from PrimGrid .. I will have to check if some of the longer ones from yoyo@home that show 50 to 60 days down clock to But i think thats a bug think they are done or error out in a day or so . . Because if I restart the client there gone . Just checked can hide it on main monitor behind like this page and can have it on simple

So it looks like its both the CPU and win 11 not playing nice with Boinc WUs . But would be nice to find a fix because most intel's CPUs now have p-cores and E-cores . Looks like for some reason E-cores are getting assigned to the tasks when they should not . Way I think it should be is Boinc should use P-cores tell there all in uses then add E-cores . I have no idea how to make that happen its just my take on what I have found out . Not sure if changing some code in Boinc can fix it or if intel and Microsoft needs to fix it..

Found a work around not a fix . Need to run Boinc Manager in admin mode from this post .
