Looks like a 2080 will work in your system... https://www.userbenchmark.com/UserRun/12321049

Note: A RTX 2080 requires at least a 650w psu.

It's been a while since I've had to worry about people with some of those older Dell systems, but IIRC, the Dell XPS 8300 had a motherboard that didn't support UEFI graphics cards.  If that's still the case, then it won't matter if you replace the power supply and the OS; you'll run into a situation where the system won't boot with picture.  I'm pretty sure the system needs to be an XPS 8900 or newer.

I purchased an RTX2070 as an upgrade for the GTX970 I had installed in my dell. I was sadly out of luck in regards to it working. I ended up building a new rig for the new card. Here's the pic's from nvidia forums from someone else with the same issue(only place I could find an explanation for what was happening with the bios beep code) and also a pic of my dell system with the gtx970 in it.  shot 87 = nvidia post, 88=my comp.

Dell PC's also normally have a minimum spec PSU which many times means you can't upgrade.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA
