It's not the leaking, oily residue that's getting to me.  It's the gel-like thermal pad that's visible through the letters of the "EVGA" cutout.  That's not how a $400+ video card is supposed to look.
 
I only purchased the EVGA in the first place because the case I had it in (SilverStone FT03-Mini) pretty much requires a card with a stock blower fan.
Now that I have a BitFenix Prodigy, I can get a different GTX670 (one with more quiet, dual fans).  I still need the 4GB of VRAM though and I don't see an EVGA 4GB GTX670 w/ a dual fan cooler.

Vertical mounting is quite rare.
Because of this the pad leaked "downwards" into another pad...
-->This will not effect the videocard performance or warranty.
 
Since the use of a backplate -requires- thermal pads to transfer heat to the backplate (the cards are designed to be uncovered and air cooled) this is normal behavior.

*As you can see, even brand new the pads are visable just like your pic
 
It appears that its driving you crazy and making you unhappy. But thats what vertical mounting will do when using a backplate and high temp thermal pads.
 
Whatever you decide, I suggest you avoid mounting cards vertically with backplates, as the same leaking would likely occur. If mounting horizontal, the leakage will only occur above the GPU socket and not move across the card to other pads.
 
The issue here is what can done to make you happy.
Take off the backplate and see what you are dealing with and what the fixes might be.
*I suggest taking pictures, to avoid warranty issues
Again, use of the wrong pad or mistakes could ceratinly damage the card and void the warranty. As such, unless you are willing to risk it, I would suggest just wiping off the residue.

I had the same thing on my evga 570 backplates. it's coming from that pad arund the square cut out in middle. nothing really to worry about, it's just oily/sticky, that's all.

Dude, just wipe it off with some 409 or other degreaser cleaner on a rag and move on with life

I just found that Newegg and Buy.com sell EVGA GTX670 backplates for a measly $20. Ordered one already. They have to include those thermal pads.

Synomenon I still need the 4GB of VRAM though and I don't see an EVGA 4GB GTX670 w/ a dual fan cooler.

 
Try an EVGA GTX 670 Superclocked 4GB with an Arctic Cooling Accelero Twin Turbo II

From what I have read, yes, and they are much quieter too. I only regret that I can't use them without swapping my motherboard as the PCIe slots are too close together on the P9X79.

I just read another member's guide on here on installing the Accelero Twin Turbo II on this card... Screw that.  Too much work to get it to "fit" properly on this card.

My 680 burned out yesterday. No overclocking or any other problem that I noticed other than the gel oily substance. When I lifted the backplate, it had run all over the transistors on the back of the card. Playing LoL, when the screen went blank. Restart PC, open LoL, same thing happened within seconds. On Second restart, would not post. Post code 62. Video card burned out. Everything I looked at was normal with the except of this "normal" oil on the card.

The oil isn't conductive, so it may have been dust or something else that combined with it. Have you tried wiping it off with a soft dry cloth?

Something may have been getting really hot and just went Unnoticed, so it may have been why you have so much residue left over

If nothing else, EVGA will help you with the RMA as long as the warranty is still good.

UPDATE: Came back home after having very delicately cleaning this thing and reinstalling the cooler, WITHOUT the backplate, it turned on. No post code this time. I have not tried running a game on it yet but I will do that soon...probably after I look for a different GPU. Having done nothing else to the GPU I'm definitely concluding it was the oily substance that had leaked from the backplate thermal pad that caused this. Literally no other foolery was done with this thing. I'm extraordinarily surprised EVGA would say this is "normal".

It isn't EVGA saying it is normal. It is thermal pads saying it is normal. I have extremely expensive ones on one gpu, and it still does the exact same thing. Dust can get in there and if you had never cleaned it before, then it (the dust) was probably the capacitive agent that caused the issue. That is the problem with backplates is that everything thinks it is OK to not take them off when the dust gets under them and causes issues.

That's really good thing with EVGA because customer advanced user could use all necessary tools as screw driver, anti static brush, Arctic Cleaning set, MX-4, q-tips, paper, put card on peace of foam put gloves and start operation.... cleaning.
Replacing thermal pads, replacing paste, some people love to do that once every year.
