I have a GeForce RTX 2060 and after two years one fan start to spin continuously, I brought to local shop for repair and they said they are going to replace the fan. Due to supply shorthages and such fan arrived late but at the end they replaced the fan. Funny thing is they replaced the other fan and they said it had a bad bearing. When I installed the GPU at home i saw that basically nothing has changed. I brought back the GPU and explained the situation, they installed the GPU to their test device and it was working OK, fan was not constantly spinning. They advised me to install EVGA presicion X1 program to handle fans speed rate manually, and they showed me how to use the program in their shop. I connected the GPU and installed the program, but failed to get any meaningfull result, no matter how i change the speed, nothing exactly changes. RPM levels also show the situation. What seems to be the problem?

Uninstall x1, reboot pc, use display driver uninstaller to remove your current gpu drivers, download & install a fresh copy of the latest graphics drivers. See what that does for you.

Thanks for the reply, I've installed the X1, then rebooted the pc, installed the Display Driver Uninstaller DDU and removed the drivers. Installed the new drivers via GeForce experience. Still have the same problem.

Not sure why the issue doesn’t occur in the shops pc, but only occurs in yours. Very odd.

Could it be some motherboard problem, or connection?

Highly doubt the motherboard is the issue. Loose connection? Possibly. Intermittent fan controller? Possibly.

If it happens in your computer and not the shops it's a software issue is my guess. Get gpuz from techpowerup and install it. Then do a reboot. Open gpuz and look at gpu usage. If it's low then you are having a driver issue still. If it's high then you need to look into what's using gpu usage. Before doing anything run ddu in safe mode remove drivers. Delete anything Nvidia related. Download load the latest drivers straight from Nvidia. Reboot and run the driver .exe and let it install. Once done. Reboot again and post results. While in safe mode remove precision x1. Try MSI afterburner to see if there is a change.

Do you have a spare SSD you can put a clean windows install on? May be worth a try to isolate it a bit more. My guess is some previous program as latched onto the address used for that fan.
Since the shop didn't have the issue, leads me to believe this is most likely the cause.

I don't believe another program is the problem as the op can't adjust the fans at all.
