GTX 980 Ti - Only one fan spinning

Check this out: 
 
I think it's quite clear, but the problem is that only one fan is spinning. It seems that the other one is "trying to start".
This results in a crazy noise, when running heavy applications.
 
I've been searching alot and I'm aware, that it might be manufacturing defect, but I'm hoping that someone out there might have a solution.
 
The problem has been going on for a 6 month or so, but seems to worsen.

    Thank you for providing a video of the issue. The 900 series ACX 2.0 fans do have an idle stop function but the fans are either going to be both spinning or both stopped, not one spinning and one stopped. We would recommend that you inspect the four pin (and four wire) fan connector that connects the PCB to the cooler, as a loose connector can cause the fans to not behave normally. The connector is on the lower part of the board similar to this 980 Ti, link HERE. If that does not help, then you will want to test in another motherboard/system just to be sure. Either way you will want to register the card at EVGA.com > Support > Product Registration. And so long as the card falls within the warranty period (it should) we will then proceed with getting it replaced for you. You start an RMA online as well, EVGA.com > Support > EVGA RMA.

    i am having an issue where both fans arent spinning on my gtx950 sc+, it spins on startup and dosent spin after that, would it be that idle  thing?

    Please start your own thread next time instead of hijacking another users thread with your own question. 
     
    Answer to your question: The fans on your gpu do not spin up at idle when the card is under 60c.
