GTX 970 SC will not run CUDA applications at the rated 7010 MHz

I have the EVGA GTX 970 SC 04G-P4-0974-KR and it will not run CUDA applications at the rated SuperClocking 7010 MHz.  It falls back to 6008/3004/1502 MHz.  My CUDA application is Adobe Premiere Pro but the exact same thing happens running CUDA-Z.  Is it my board, the BIOS or an nVidia problem?   The BIOS is 84.04.1F.00.70 which is available but I did find evidence via Speccy a 84.04.2F.00.70 version but do not have any confirmation of its application to my board to my problem or where to get it.  I have tried EVGA support with no help.  Non-CUDA applications will run at the cards rated memory clock frequency.  Here is a Speccy file that shows the problem.  I have similar files from my GTX 780 that does not have the problem

    I have the same issue when running folding @ home
     
    The core MHZ reamains as set, but every time the memory MHZ drops to what you have reported
     
    My EVGA GTX670 FTW did not/does not show the same issue

    nvcuvenc.dll and nvcuvenc32.dll have been replaced with nvcuda32.dll et nvcuda64.dll since NVidia drivers 340 and higher (august 2014). This is a problem for some older software. There are workarounds like getting these DLLs from old drivers and copying them to system32 for example. Google with the DLL names.
     
    What version of Premiere Pro do you use ? For CS5, CS5.5, and CS6, the file "cuda_supported_cards.txt" *must* list the video card in order to enable CUDA acceleration. You can add a line if this file still exists in Premiere directory.  For latest CC versions, "cuda_supported_cards.txt" does not exist anymore...
     
    Is mercury Playback Engine GPU Acceleration option available ?
     
    Unlike the GTX780, the GTX980 is not in the HCL : https://helpx.adobe.com/premiere-pro/system-requirements.html

    why make it simple when it can be complicated ????

    I doubt that that .dlls could help as I currently am running a GTX 780 and a GTX 970 both at the same time and the 780 works perfectly while the 970 is handicapped.
     
    Yes the MPE GPU acceleration is working, not quite as well as I expected and paid for as the GTX 970 is supposed to be superclocked.
     
    As this is my first post to this forum, can someone tell me how to change my name to something else.

    It kind of funny that Adobe Premiere Pro dose not even show that the GTX 980 or even the 970 is supported yet!

    The reason Premiere Pro does not show them yet is that nVidia removed a library from the 900 series that Adobe was using for one seldom used accelerated effect. Until they develop a work around they cannot put them on the list  For 99% of the users and accelerated effects they work well.  With the reduced power requirements and new HDMi 2.0 compliance they are excellent choices.

    This is likely caused because low utilization of GPU memory, so the memory downclocks to save power. You can try setting "Prefer Max Performance" in the NVIDIA control panel.

    That was done a long time ago as I talked with a EVGA tech support person and is not a solution to the problem  It does not show up on my 4GB GTX680.  Also that does not explain why the instant that a CUDA application is loaded (not yet being used) it immediately downshifts and as soon as the application exits the clock jumps up to the specified frequency.

    I get the same behavior from my gtx 970ssc+ when folding also.

    sadly i can confirm that issue on my GTX 970 SSC+ using Physx FliudMark.
    On Linux i have 4 performance level show , 0-3. The card is stuck at perf level 2 using that benchmark.
    The gpu boost is fine with 1392, but the memory is stuck at 6008 which is the maximum in that perf level.
     
    Same happens for me when playing batman arkham asylum which also utilizes physx.
    Afaik physx uses cuda as backend technology so this seems to be the same issue.
     
    @johnherz, can you try a game using physx and see if that force the memory to stay <=6008mhz also ?

    Running the Haven bench it works ok, also the X3 Terran conflict bench mark it runs as it should

    another info, just tried cuda-z native on Linux.
    Same issue, card stuck at perf level 2 with memory rate at 6008Mhz and GPU clock at 1392.
    Something is really wrong it seems :( ..

    For Maxwell GPU on CUDA applications this is expected behavior.

    many thanks for the update, what a huge disappointment and shame !.
    If this is true also for physx applications/games, this would be a huge disappointment and reason for rma, cause then the memory would not work with fullspeed in these games surely affecting performance !

    We are looking into ways to filter out apps that use CUDA but not for computational work that would require the same level of precision and allow them to run at the full clock speed of the memory but at this time I do not have an ETA.

    With some help from a guy @ overclock.net I managed to fix this issue using Maxwell BIOS editor:
    You need to edit Clock States -> P2 -> DDR set to 3800 (or 3500).
     
    Now folding at full speed ;)

    I've looked at your photo, but its doeas not help.....did this have any effect on the ppd?  :)

    Yes, it does increase the PPD a bit. You should notice like ~5% increase.

    You're not alone... I'm hoping to hear something about this also but I'm sure nothing short of a driver update is going to fix it. I do recall seeing a post on the nvidia forums for the same issue with a reply from nvidia mentioning they were going to be looking into it.

    After several re-installs and an RMA I think I've finally found a work around as I've finally been able to get my card to run at the correct speed for all games so far. 
     
     Normally after I install the drivers I would enter the nvidia control panel and make changes ex: performance etc. This time around I made sure to NOT enter the control panel at all. Now all of my games run at the proper memory speed even after several reboots! 
     
    For those of you that are/were having this problem could you give this a try and report your findings? I don't know if it's entering the control panel that causes the problem OR something that's changed in the settings but what I do know at least for me as long as I leave it alone everything is running as it should be.

    Thanks for that, I'll reinstall next week sometime when I get some time off.
     
    If it fails then I'll escalate this with the EVGA product manager directly and see if I can get an update from him :(
