Can somebody help me why my GTX 1080 Ti SC2 Hydro Copper running only at x8 v3.0 under load?

I trying many options like BIOS update, CMOS reset, unplug and clean that slot if isn't some dust inside but still nothing helping. Before 4 months I had non Ti version and that works normaly on x16 v3.0

Bios displaying too only x8

My spec: ASUS Z87-DELUXE, 4790K

    Update your ASUS Motherboard Bios.
Pull the Battery from your MB for 16 Minutes.
Test your card in your other PCIe X16 Slot.
Z87 is also a very old Chipset.
"Up to 1x16, 2x8, 1x8+2x4" What other PCIe Cards do you have Installed?
Have you Asked or Looked Up this same issue up over on the ASUS Forums for your Motherboard?
I would say it is a limit of your Motherboard and or Chipset that is causing your issue.

I hope you have right but funny is why non Ti version works properly on x16 v3.0

Different Core GPU and even Core Memory, Maybe that is why, you still should ask ASUS.

#1 Make sure no other expansion cards are installed but the 1080 ti.
#2 Try running the card in another pci-e slot.
#3 Reseat the cpu & check for bent pins in the cpu socket.
