I bought this card new. It's only getting 40-50 fps on the DirectX 9 test which my previous card HD6970 did better.
 
I7-3770 processor
16GB ram
Corsair SSD
Win10 Pro
Nvidia 417.58 driver
Most current BIOS
1050Ti selected in BIOS and control panel
 
Please help because I can't think of anything else. Thanks!

    Is the card running at advertised clocks when running the benchmark?

    It's running at 100% during the tests.
     
    I did the render test and just noticed it won't run more than PCIe x4 2.0.

    You should check in Full Screen as well and see what it shows on the Lower Left of the screen.
