3080 FTW3 possibly not fully connecting after MOBO/CPU Upgrade

So I recently upgraded from a 7700k/Z270 to a 13900kf/Z690 Dark KPE all with a fresh M.2 windows install.

Now I can't use my 2 monitors, only 1 fan is spinning on the gpu, and in Precision X1 it doesn't show ANY movement in the memory clock, GPU clock & voltage, power target is automatically set to 26, and gpu temp is 0, when I go into the VF curve tuner and press scan, a window pops up saying "OC Scan only supports primary card!" even though I have only 1GPU and it's in the very stop PCI-e slot.

All 3 fans go up to full speed when in the bios loading screen, but when it gets started on launching windows, 2 of the fans stop spinning almost like windows is telling them to

I've updated and installed all the drivers required for my cpu, mobo, gpu, etc. as far as I can tell, and yet it seems like the mobo isn't fully accepting the GPU and I'm not sure what to do next. I've reseated the riser cable and GPU 3 times now and still no fix.

Before I upgraded I didn't have a single issue with this ever, but for whatever reason I can't seem to fix it

    Try a different riser, or even try putting the gpu directly into the board without the riser.

    Try a different riser, or even try putting the gpu directly into the board without the riser.

    Riser cables often cause problems and could have become subtly damaged during the swap. That's the first thing I would test and eliminate as the culprit.
