unable to boot with my EVGA GeForce RTX 3080 Ti FTW3 hybrid into bios

plus one of the fans have only one dim working LED, do I return it and buy a 3090ti air cooled card? or is there a way to get this to work? 
right now I had to install a gtx 980  card in order to see the boot screen. when I first got this card all I have is a black screen till I installed the 980 than I opened elite that allowed me to update the firmware on the card than I could boot in but only to the desktop with the 3080 card. what am I missing? 
 
system is a z690 kingpin with i9 12900 K and 64 gig corsair dominator ram

    Sounds like your using DP cable from GPU & not HDMI ? (not seeing display before Windows starts to load)
     
    is Fast Boot off in BIOS ?

    I can second this.  Use the ReBAR tool at the top to flash the newer version of your 3080 Ti BIOS.  This will have the DP black screen at BIOS fix.

    For those that are experiencing this issue, can you please try the following BIOS? Extract and run the .exe file while in Windows. After install, reboot PC. This is only for the EVGA GeForce RTX 3080 Ti FTW3 ULTRA (Part Number: 12G-P5-3967-KR). Note this is a BETA release. BIOS's for other cards and part numbers will be available soon.

    I am using a HDMI cable into HDMI2 port on a 38" dell ultra sharp gaming monitor I tried with quick boot on and off and it made no difference matter of fact I never saw the Z690 dark boot screen till today
