High clock speed and power usage at 1440p 165hz gtx 1080ti

I seem to be having high idle clockspeeds on my  EVGA SC2 HYBRID GTX 1080 Ti when I'm using 165 Hz on a 1440p display. Is this normal for everyone else?

When I set the refresh rate down to 1080P 165Hz the clockspeeds under idle return to normal and my GPU reports ~15W power usage, as opposed to 65W at 165 Hz.

When the monitor goes into sleep mode under 165 Hz, the GPU clocks and power consumption do return to expected behaviour.


Is this supposed to be normal behavior?
