My games kept crashing so I downloaded MSI Afterburner and noticed that this card is pulling almost 400W of power. Is this normal? I have reduced the power draw to 80%. Any suggestions?

Normal for power usage. Did the crashing stop at 80%?

After changing the power% down to 80, I havent had anymore crashes. What's making it pull so much power?

The ftw3 can pull 400w. Since the crashing went away at 80% you most likely have a card that is unstable at its factory oc.

Before you jump to conclusions about your card tell us more about your system. What are you system specs including power supply.

If this issue occurs in multiple games, and you’re able to pass the occt power supply test with your gpu at stock settings without your pc shutting off by itself then I would definitely rma the card.

Might be power spikes causing the issue.  What power supply do you have?  I had a 650w platinum Seasonic that I had to replace because it had way to sensitive of protections for a 3080 XC3.  Total system draw never went above 480watt even under full load but I had to drop the power to 80% target otherwise my system would crash or restart at random.  Put in a 1000watt EVGA gold and the card runs fine now.

My PSU is the Corsair HX 1200. My CPU is 11th Gen i9-11900k. Corsair 64GB DDR4 @3600 MHz. Gigabyte Aorus Z590 Master motherboard.

I was able to run "Time Spy" and "Port Royal" in 3D Mark with zero issues at 80%. I'll try 100% power, then report back. Is the OCBASE software ok to install? I'm scared it may be malware since I got an alert when I clicked on download.

Thanks! I also put the card back to 100% power and ran Time Spy and Port Royal in 3D Mark with zero issues.

My 3080 FTW runs 380W out of the box, so 400W doesn't seem unreasonable.  If you'd like to lower this consumption while maintaining near stock performance, then try to undervolt (fixed low voltage overclocking).
 
Below are some benches I ran at different settings: stock out of the box, undervolt with minimum voltage possible, undervolt with stable highest clock while maintaining original power consumption envelope.
 
Stock clock and voltage, 78C, 380W, auto fan

 
1890MHz @ 0.825V fixed, 72C, 305W, auto fan

 
1980MHz @ 0.931V fixed, 67C, 380W, 85% fan

I think 380w is the limit with stock firmware, the Ti version will pull 400w

Thank you for those 3D Mark results! I hot 396.9W for each game that I play. Witcher 3, BF2042, Ark:Survival Evolved, and Fortnite. I turned off the MSI OSD and no more crashes yet. I wonder if that's what was causing it?

Osd causing crashes at 100% power limit vs 80% doesn’t make sense.

I'd be suspicious of the memory, if the XMP is stable.  
 
Riva Tuner OSD (supplied with Afterburner) can also cause crashes.  I've also encountered with an issue with PX1 where it would cause mild stuttering in RDR2 Vulkan.  SO it really could be anything.

You bet!  It was occasionally causing a problem for me in 3D Mark Timespy a year or so ago. However I currently use Rivatuner with data supplied by HWiNFO for universal OSD and it has been very stable.  Then PX1 for actual overclocking (running or not).
 
I'd make sure your windows is up to date, AB and RT are up to date, and any stuff like .NET framework.  Also your MB Bios, GPU bios/firmware and any other drivers, aside from the MB recommended RST/Intel raid driver. 
 
If you download install and run the latest PX1, you may get a firmware update on the card.
