RTX 3060 Weird Artifacts

Hello, I think I need to RMA my Graphics Card. I've had it since I bought it in 2021 and it has been good but now when I launch a 3D application like a game or FurMark it displays a flashing bar on the left side of the screen. It's not overclocked and I tired a different cable and a different monitor. I also tried putting a different graphics card in my PC. Unfortunately all I have on hand is a 970 and it didn't do the same behavior so my only thought is it's the 3060.

Thoughts?
