Weird glitch on RTX 3060

Sorry my English is probably bad it's not my first language, but I need help.
 
I have EVGA RTX 3060 Black (GA104), in 3D applications works perfectly in 3D games never had problems, played: Cyberpunk2077, Dying Light 2, Returnal. But I noticed that in the browser sometimes appears white, or gray or black square artifacts in the form of grid blocks like brickwork - inside the browser window and never outside. Artifacts often appear where there is a video or photo gallery with a shading effect. Glitch appear on youtube when rewinding videos or pressing the like and other elements, damage the picture inside the browser window, looks like a rendering and image layer construction error. It happens rarely and appears for 1 second. It does not cause the PC to crash, there are no BSODs or errors in the logs, the PC runs stable and perfect.

The glitch was once at the beginning of the game Returnal at the startup, when the Housemarque and Climax Studios splash screen appeared (The game uses the mp4 video format for these splash screen.), it looked the same as in the browser. When I played Returnal inside a 3d game, never had any problems at all.

Currently using NVIDIA GeForce Graphics Drivers 531.18 WHQL
Used different nvidia drivers it does not solve the problem. I tried versions 528.49, 528.24, 528.02, and 527.
The problem exists on both W10 and W11. Now I have a clean W11 and 531.18 and the problem is still there.
I don't have overclocking, I sometimes use undervolt up to 900mv in games, disabling undervolt has no effect on the problem, problem remains.
I tested the video card in OCCT full video memory 95% test / 30 min - no issue. I tested in Superposition Benchmark - no any issue.


I think the problem has something to do with the 2d mode of operation, especially when using GPU acceleration or video decoding. 
Do I have a faulty video card, a faulty chip or is it a nvidia driver problem? I have a video, it was recorded through MSI Afterburner.

    Does this issue occur over hdmi and dp? Does this issue occur with hardware acceleration disable in browser? Does this issue occur on a different browser? Does setting the power management mode inside the nvidia control panel to prefer max performance under 3d settings/global settings, and then restarting the computer help clear up the issue?

    This has to do with how the GPU acceleration works in browsers, i experienced the same exact thing when i got my new monitor in 2021 december while watching Twitch, it started happening on the right side on the chat window.
    Disabling Hardware/GPU acceleration in Google Chrome resolved it for me.
    Therefore that would be what i suggest you do aswell!

    I have a connection through the DP, I changed the cable, it has no effect on the problem. This is definitely not a cable or monitor problem, because I was able to record glitches through software recording, in the program Msi afterburner. 


    This often happens in the Opera browser (any version 94, 95, 96, 97), as well as in the Firefox browser when watching videos on YouTube. In particular, when rewinding videos. This was happening while launching the game "Returnal PC" there is also a video in mp4 format at the beginning.
    This happens when the video card is in minimum load mode with minimum frequency! If I run a stress test in the background for example in gpu-z - the glitches never appear! Maybe the core or memory frequency is too low, or low voltage? Maybe EVGA should release a new bios with slightly higher minimum frequencies for RTX 3060 (GA104)? Right now I have the 94.04.71.00.6A version of the bios.

    I will try to record a new video to show the problem in more detail.

    Not enough voltage at the frequency it occurs at makes since to me, but you can't modify the 2d voltages I don't believe, so best thing to do would be to force 3d clocks at all times even though you'll be using more power that way. Setting prefer max performance globally inside the nvidia control panel, and then rebooting the system should do just that for you. If that doesn't help keep the clocks up then you may need to force them via msi afterburner.

    Ok. Maybe I have a defective GA104 chip? This chip is usually not used in RTX3060.
