Hello,
I have bought a new RTX 3080 FTW3 Ultra Gaming graphics card and would like to ask if temp. 59-60 Celsius degrees in idle is normal in theese warm days??
In Metro Exodus (all settings to maximum, 2560x1440) 75 Celsius degrees.
BIOS set to "normal", and  power plan to "High efficiency".
My brother' s card EVGA GTX 1080 FTW in the same conditions (idle) has 48 Celsius degrees .

My card - same model - idles at 33°C after tinkering a lot with fans and case. Power plan balanced. Maybe you change your power plan.

You likely have a multi monitor setup causing it to idle at ~1800mhz, while the bios switch is set to "normal" which has a default 0 Rpm fan speed until temps get fairly high.  You can tweak it so it idles at 210mhz and switch to the OC bios which runs the fans at low speed at idle.  Quick google search should provide all the details you need.  Should bring idle down to at least the low-mid 30's if not lower.

Check if the power is set to auto optimal or high performance in nvdia control panel. If it is set to high performance, it will run at the highest clock speed 24/7 thus the high temps.
I changed mine to auto optimal and set a custom fan curve to run at 30% until 50 degree before ramping higher. Now it sits idle at 35 deg c in a room with ambient temperatures around 30 deg c
