Power-Related Error

I have the GeForce GTX 1060 SC 6GB GDDR5 card. After removing the card and weeks later plugging it back in, I get the error: please power down and plug in PCIe power cable for this graphics card.

I am plugging in the connector straight from the power supply, as before. The fan is running. Is that motherboard power doing that? Anyway, nothing has changed in the set-up. Any idea why I am getting this error? Can I be confident the card is not shot?

CPU - i7 6700K
Board - Z170A M3 Gaming
RAM - G.SKILL TridentZ Series 32GB 288-Pin DDR4 SDRAM
OS - Windows 10 Pro
GPU - EVGA GeForce GTX 1060 SC 6GB GDDR5
A generic 700W Power Supply

    Could be a problem with the gpu. Have you tried using a different pci-e cable to power the card?

    Do all the usual double checks making sure there is nothing in the slot and the GPU is fully seated. Reseat both ends of the PCIe  cable (if it's modular), try another cable if that is an option as already suggested.

    I only have 1 6-pin PCIe cable coming from the power supply. I ordered an adapter to use 2 molex connectors to 6-pin to feed into the graphics card. I guess I can't use the 4-pin and 4-pin to molex adapter as a second molex power source for the 6-pin?

    Is there a way to test the card with a volt meter? I know little about using any such meters.
