Better make that the K|NGP|N 3090 Hydro Copper cards and a AMD Ryzen Threadripper 3990X.

Agree, but to clarify - you're stating at least two K|NGP|N 3090 Hydro Copper cards, correct?

For sure, but I'm not positive the Threadripper 3990X has enough core/threads. Should he go dual socket CPU with octo channel memory?

Are you sticking with 1080p and happy to tweak graphics settings on newer titles? Then a 1660s or 3060 would do fine with that CPU. 3060ti or 3070 would be better if you have a higher budget.
