Overclock Not showing properly in bios

Hi all,
 
Another strange issue I am having with overclocking recently. I was putting together a temp pc for a friend till he can get the parts he needs and I am again having issues with the bios OC. It is on an EVGA X99 FTW with an Intel 5960x. I change it to 125 strap and set it to 34 for 4250mhz CPU clock with 3000mhz ram. I have c state off. The issue I am having is the setting I put in is staying and when I load back into bios the stats on the clock speed and multiplier at the top don't reflect the changes I make in the bios. When I load into windows it only shows the stock speed of 3.39ghz and memory of 2400mhz. stress test and everything the clock does not budge. Is my board busted? I have reloaded bios multiple times and reset my current bios back to stock multiple times. I also loaded it into Linux to see what it would see and it also was seeing stock settings. So in the end the only thing that made it to windows was the manual CPU voltage of 1.3v. Everything else set in bios does not properly apple in bios top main screen if that makes sense and windows. Thanks in advance for any help that can be given.
