I cannot seem to get my GPU to actively run for me to have a signal and run my PC. When I do not have my PCIE cables plugged into the GPU I can run off the CPU just fine.
 
I have tried using a combination of different PCIE slots and cable configurations and nothing seems to work. I did not format my storage devices. Any advice?

MOBO: MSI z590 pro wifi
RAM: Hynix 8GB PC4-19200 DDR4 2400MHz x4
PSU: 700W Toughpower GX2

Does the card light up when starting the machine? Is your motherboard bios completely up to date? If the answer to both are yes then I would suggest testing the card in another known good working rig to see if the issue will continue to follow the card to another system. A friends pc, or a local pc shop will do the trick. If the issue does follow the card to another system then I would suggest rma'ing it.

Actually, I stand corrected. Using a different monitor and HDMI cable I am able to use the PC through the GPU, but still not with the DP.

In that case I would suggest buying a vesa certified dp cable to see if that will resolve your issue.
