11G-P4-6698-KR 1080 ti FTW3 issues

I bought this used off eBay. I can hear the pump running and the fan is spinning. Idle temperature is 65c and doing any minor task the temperature spikes to 90c throttles and then I no longer get display out. It is installed in a working system that I had a 1070ti and a 1060 in. I ran DDU and then downloaded the correct driver from Nvidia's website. (460.89 Studio version) Windows 10 pro is installed and up to date. At random times I would loose display output, so I then would move cable to a different display port. Sometimes I would get display back and Sometimes not. I tried the HDMI port and it had the same results. I tried unplugged the power cord for 15 minutes to try a power flush which made no difference.  The motherboard is an Asus maximus hero z390. Intel i7 9700k. Evga 750 GQ PSU. Even when I put the fans to 100% the temperature never went below 60c. The radiator is mounted above the pump with the tubes down. The pump is noisy but I don't know if it is excessive since this is my first hybrid card.
 
I wanted to check here with the community to see if maybe I was missing something or if I need to start the refund process.

    Probably the TIM is old, dried out causing overheat & loss of signal.... It might work again if you take apart and put fresh paste on it,..etc...
     
    _ BUT - it just depends on if you want to take the risk or not of it being previously damaged by the other owner & how long it may or may not last in the long run.
     
    If it was me,  I'd start the return process and get my money back.

    Would it be worth a try to install the firmware update for display port 1.3/1.4 issues? I assume that will have nothing to do with my temp issues but may fix the display problems.

    you said it did the same thing on HDMI -  so I doubt the firmware will be any kind of magic pill .

    Ok thanks for the info. I will mess with it some more tonight just to make sure I am not missing something and post what I find.

    After more testing there must have been an air bubble stuck in the pump. I ran both Time Spy and Shadow of the Tomb Raider for more that 3 hours and the temp never went above 52c. Idle temp is 21c. I tilted and moved the PC around when I first installed the GPU but I guess that wasn't enough at the time. Getting it really hot and then cooling down over night must have done the trick. Plus you can barely hear the pump running now too. 
     
    I also updated the firmware for the display ports after getting the temp issues sorted out. I still had the same issue on the older LG tv (can't remember the model bought it in 2009) I was using with the other 2 previous GPU's. I then tried 2 different monitors and a different tv and they all worked perfect. So I don't know why just that tv has issues with display output. It's not a huge deal that it doesn't work, but I want to figure it out. 
     
    Anyone else have this issue before?

    Which precise issue?  If you're talking about the 2009 model perhaps your desktop is set to a resolution and refresh rate it does not support. Glad you got the AIO sorted out. My other idea would have been the same as Steve in changing the TIM.
