GTX 1070 GAMING ACX 3.0 stops PC from booting

Ok friends, I shut down the PC a couple of nights ago and the following morning when I powered it up, I noticed the LED's on the motherboard only lit up for a split second then went out. When pressing the power button on the case again the LED's all lit up for a second then went out. The system will not boot if the 1070 is in either of the pci express sockets. 
I have a 1050 ti as a secondary card, which when installed and the 1070 removed, the system boots, loads into windows and runs as it should. 
 
I troubleshot the entire system as follows,
 
1. Removed GTX 10170 and booted using 1050 ti, uninstalled and reinstalled Geforce drivers via DDU and Clean install option, reinstalled 1070 still no boot, Removed 1070 and booted with 1050 - working currently as I type this,
2. Checked RAM - tried in different sockets with 1 stick and 2 sticks, 
3. CPU and CPU cooler - made sure the CPU cooler is getting power to the pump and the fans, all fans running correctly etc etc. , checked CPU for issues bent pins and thermal paste application,
4. Removed PSU and all cables (RM850x modular) and reinstalled with different power cables to all components. Checked for shorts,
5. Cleared bios/cmos, bought and installed new cmos battery, 
6. Checked motherboard thoroughly for damage, shorts, melted capacitors etc, 
 
The only indication (besides not booting) was the led light on the motherboard, indicating a gpu issue. Only lights up with the 1070 and refuses to boot, will sometimes power cycle repeatedly, most of the time it simply gets power for that split second then shuts off,  with the 1050 the system runs like a peach. 
 
System specs as follows.
CPU - Intel Core i7-8086K CPU
CPU Cooler - Corsair H115i PRO
MB - Z390 AORUS ELITE-CF
Vid 1 - EVGA GTX 1070
Vid 2 - EVGA GTX 1050 ti
PSU - CORSAIR RM850x
Ram - 16 GB G.Skill Ripjaws DDR4- 2132 
HD 1 - Samsung SSD 860 EVO 500GB
HD 2 - PNY 240gb SSD
HD 3 - PNY 240gb SSD
HD 4 - WD My Book 3 tb external drive

    Welp, based what you posted, the GPU has failed. You could 100% confirm in another system, but I'd be leery of that with a GPU that is power cycling your system. You might blow the PSU on a different one.  You can check your warranty status here :

    Well damn.
    That stinks the warranty is over. I can't afford a new video card right now I'm already selling one thing to pay for another, and I only own things I use.
    This card was an absolute monster for me, one of my 3 favorite cards ever. On that system it runs everything at 1080p like butter. Was the first time I built a system that was powerful enough to do anything and play anything with ease. It shall be dearly missed.

    Maybe you can gegt a 1070 TI on ebay for cheap to hold you over.

    Yeah dude I was on their looking already. That would bee my go to option but COVID1984 was particularly hard on my finances this past 3 months. The company I worked for closed down so my whole crew lost our jobs. So far no help with unemployment etc either so funds are severely limited, a replacement card is gonna have to wait unfortunately. It's a survival situation right now lol, my 2 dogs won't understand why there's old graphics cards in their food bowls and not dog food !
