3090 FTW3 HYBRID LOW GPU USAGE

Hello guys here is a video of a problem is driving me mad with crysis remastered (and not only)... i have a 3090 ftw3 hybrid that seems to be healthy (or at least i hope) i can play Cyberpunk at max settings (res 3440x1440) without any problem, except some gpu usage drop in specific area related to ****ty game optimization but overall the game works great.
I can't say the same for Crysis Remastered, if i play it with power management on normal from nvidia control panel it crashes my gpu (black screen, fans max speed) if i play with prefer max performance it won't crash anymore but as you can see as the gpu goes under heavy load there are some huge problem of fps drop... v-sync is disabled and from windows graphics settings i enabled gpu max performance for this game. I am using OC bios to raise power limit (not XOC) but it seems that perfomance are still capped, psu is rog thor 1200w so is enough for sure... any idea?

this is happening also in gta online but after 1 minute gpu crashes... most recent games works great (cyberpunk, godfall) and also all benchmarks are fine.

    Try disabling smt in bios.

    could it be a bottleneck? damn i am using a 3900x and cpu usage is ultra low.... i will try but i can't disable it as a definitve solution as i need it for working
