As of last night, my 3080 XC3 Ultra Gaming was working fine.  Played maybe two hours of Cyberpunk and was getting about 60-70fps on 1440p Ultra with Rays on.  Today, I started up and saw I was getting 14fps.  At first, I thought the game was to blame but, when even switching to 1080p No-Rays didn't help, I ran Time Spy and was getting 10fps.  I've tried rebooting, checking drivers and reseating the card but nothing seems to help.  I've been testing it at stock immediately after booting with no Precision or Afterburner active just to make sure that's not the cause.
 
Anyone have any other ideas or thoughts before I send for an RMA?

Try to download the 457.09 drivers and see if it gets you back to where you were. I don't know why but those drivers work for me but the later ones give me the experience you are having.

Are your cpu/gpu clocks where they are suppose to be when running games?

My XC3 3080 Ultra also randomly goes in to 2D mode (or whatever) while playing 3D games. It gets stuck at 200 MHz and everything because a slide show, and I have to alt tab out of my game, open MSI Afterburner and "refresh default" and it goes back in to 3D mode. Super annoying.

If you are overclocking, go stock settings. If you not overclocking, try under volting your card by small increments. Sounds like safety mode for a voltage issue. if you have shunt modded your card, the mod has gone bad. Research on U-tube under " voltage issues for the 3080 ". Small portion of the 3080's have problems with voltage irregularities - the post above reference's this issue by recommending installing a new driver that's supposed to fix this problem. EVGA Tech Support works too. That's what its there for. Good luck !

I don't know about OP, but my card is completely stock, except for custom fan curve in PX1. Stock clock speed, stock hardware, stock everything. Two separate connectors from 850W EVGA power supply (don't know which model.)

Good news, I got it to work properly again.  I don't know exactly what the issue was but it was with Afterburner.  I cleaned and reinstalled the drivers for the card and it worked fine then launched Afterburner and it immediately went back to issues no matter how it was adjusted (or even set to stock) or if Afterburner was quit/closed.  Uninstalled Afterburner and it worked fine again.
 
Reinstalled Afterburner, set new curves for voltage and fan and it's working properly again.  I don't know what Afterburner was doing that first time to cause problems but I'd rather have that be a mystery than worry about my card being busted.  Thanks to all who replied with ideas.
