Okay something is off here...I'm running port royal benchmark on stock and the card won't go higher then 1920-1950 seems fair.
Now when I add overclocking to it something seems off.

I go +200 core / +1250 memory (so i would expect my boost to go to probably 2100 ish maybe more, also it doesn't crash???)
Nope it only goes to 2000-2020mhz on core
I'm only hitting 400 watt power limit also and tdp is only 99-101 %

Any ideas?

Welcome to the dreaded FTW3 problem. Even with the XOC VBIOS you'll likely draw the same 400ish watts in port royal.

Want to open the card up and actually get higher power draw and a higher port royal score? Flash the XC3 (not the XOC) VBIOS.

My FTW3 Ultra (on air) goes from 14.2K port royal, with at most a ~1990Mhz average core speed, to 14.8K with about a 2100Mhz core speed.

EVGA likely cannot fix this, as it appears to problem with the VBIOSs the cards should be running since they pull more than 75W from the PCIE slot, and therefor power throttle even at 400W. The XC3 VBIOS bugs out the power readings so the card can actually pull more than 400W.

Yeah? No surprise there that a GPU crashes with a +240 offset on the core. I manage +220 on exactly 1 benchmark (with the XC3 VBIOS, has a lower 1725 Mhz starting point) - port royal, because it's not as hard on the GPU as time spy extreme or gaming.

Doesn't really matter since your OC doesn't actually increase the GPU frequency due to power limits.

See post #3 above. It's a distillation of all you need to know. Use GPU-Z to find out what your PCIE slot power draw is. Check it with the card at stock first.

Pcie power draw was 80 Watts ish

And you have your answer. It's out of spec and throttling the power draw, and thus the GPU clock speed even when heavily overclocking.

If it's that way at stock, you can RMA it. Or you can try and set up a voltage curve to see if that helps. I RMA'd mine, but the replacement is still slightly out of spec - just not as much (76 to 77W average with 80W spikes, the old one did 80 to 83 with 86W spikes)
