PC not shutting down.
I shut down my pc the normal way and when it goes through its process and finishes, my pc will restart instead of shutting down.
I have tried multiple software solutions and the results are always the same.
I am beginning to think this is probably a hardware problem with my case not completely sure, need help please.

Yes this was one of the processes I took. It made no difference.

Does it shut down and stay that way, as it should, when you press and release the power button on the case?..If not, change that in the Windows Power Options -> Choose what the power buttons do.

That setting in the system folder under "What the power button does" is set to "Shut-Off". The pc continues to reboot when pressed. This is what makes me believe this is a case problem or power supply problem. 
When I press and hold the power button, the pc reboots also.

Is that a new build?
 
Could try to disconnect everything from the case to the motherboard and power on using the motherboard power button.  If that work reconnect everything 1 by 1.
 
If not you could try to reset BIOS.

PROBLEM SOLVED: I found that my keyboard driver was not installed correctly. I reinstalled the driver and the pc works great. Thanks to all who gave me help.
This was not a new build. My hard drive was giving me problems, so I replaced it.
