3080 FTW3 Ultra - Fan 3 is not revving

I am noticing that my fan 3 is not increasing in rpms according to precision x1, I can also see it physically slowing down. 
 
I am using Precision x1 v1.1.0.9 for the 30 series, I initially installed 1.1.0.11, but I could not get the LED Controls to appear. 
 
As you can see in the screenshot below, I manually adjusted fan speed for all three fans and Fan 3 is hovering between 150 and 255 RPM despite being turned up to 86%. 
 
I'm not sure if I'm doing something wrong or if it's malfunctioning. I have the fan curve set to aggressive, and that wasn't working, so I tried manually adjusting the fan speed which is below.

    What driver are you on?

    I'm using 456.71, when I googled this issue before posting I saw a lot of people complaining of a similar issue popping up after updating to the 457.09 so I decided against updating.

    So multiple versions of px1 produce the same issue?

    I don't know about different versions of px1 causing the fan issue, I uninstalled 1.1.0.11 because I couldn't manipulate the LEDs, I know people have reported fan issues with multiple Nvidia drivers.
