If I step up my 2070 super to the 3080 and then decide I want the 3090 can I step up again since I did once already?

    No you cannot. It states this on the step up faq page.

    You would have to exit the step-up quene for the 3080 and put in a new step-up request for the 3090, as long as you are within the 90-day period from when you purchased 2070 super. If you later decide to change your mind and want 3080 instead, you would be put at the end of the step-up quene for the 3080. Hope this helps.
