Very poor performance from z390?

I just recently finished building my gaming pc, but I'm getting extremely low scores on passmark and sluggish performance.
Here are my specs:
MOBO: EVGA Z390 Dark-131-CS-E399-KR
RAM: Corsair CMK16GX4M2K4266C19 Vengeance LPX 16GB
PROCESSOR: Intel Core i9-9900K
PSU: EVGA 750 GQ
GRAPHICS CARD: MSI Gaming GeForce RTX 2080 Super 8GB
HD: Samsung 970 EVO SSD 1TB
 
I ran the passmark benchmark on my custom machine and got a 1684, pretty abysmal. I also ran it against my HP Omen 15-ce0xx and scored WAY higher, around 5129. My HP Omen laptop also boots way faster, around 10-15 seconds versus 30-35 for my custom machine. The custom machine seems to be stable and I have had no issues with crashes or anything else. I also occasionally hear different numbers of beeps when POST'ing. Sometimes 1, sometimes 4, sometimes 5. Does anyone have any ideas on possible configuration changes? Maybe I have a bad MOBO? Thanks!

    I found the problem. The software slow mode switch was set to "on". This board is performing very well.

    You think it was like that, or maybe you moved it?
     
    The number of beeps during POST indicates how many USB devices are connected.

    Ha, I thought it was just a cute little logo it played on start up. Must have too many devices.
