Using 9900K, what should the CPU clocks be in Default Mode?

Thanks, but Windows Power Plan settings affect the frequency, correct?

Yes, greatly..High performance will run the CPU at full clock speed all the time..Power saver will keep the clock speed at a low frequency when the CPU is not busy, or not really doing very much..Balanced is more middle-of-the-road.

You can use CPU-Z to see the real-time effects..You can also use the Intel Processor Diagnostic Tool to check the thing for proper operation.

You might not see the CPU ever hitting the Turbo Frequency of 5.0GHz unless you manually set the Core Ratio/Multiplier to 50 in the BIOS.
